Doubt it. He never finished his Tenseigan. So I reckon, his awakening ended up the same as Madara's Rinnegan awakening. If he had kept Hanabi's and finished it, at the least, then we could say that he truly was RS.

I would say, he was pseudo RS like Obito. I wonder how terrifying Hamura's RS is had the entire The Last movie included a matured Tenseigan and expert RSM Toneri instead of a awakening Tenseigan and amatuer Toneri.

At that point, he would be the same level as Hamura and Hagoromo. It seems like immortality of the Otsutsuki clan involves absorbing chakra/life force, then I can see why Hagoromo and Hamura started becoming old and dying from old age.
So I take it that Toneri even with a fully matured Tenseigan would not be immortal, regardless.

He was the only one left since the entire war killed everyone off and Toneri was somehow kept safe.
As for the moon thing, it is because of the Tenseigan Orb is still around. Hinata may have broken it apart but Toneri could be fixing it back up so the moon does not fall into Earth

The other part of me is scared because i think his story was done and completed quite nicely, so it might ruin it to bring him back

Yeah, he is just in the background now. The bad thing about it is that the Boruto Movie really did not mention Toneri or at least I do not remember so he is basically just a side story to explain or answer the "what if" questions of people.

"what if the Hamura side did what Madara did but instead of the eyes taking the body, it is reversed and the body takes the eyes?"
"what if there's also a transmigrant war in Hamura's side?"

Certainly there are more to Toneri than just fading away into obscurity since Orochimaru managed to get his DNA. So perhaps he was involved with Konoha more than we realise.
