I'm not thinking principe you are using is correct. Because Yamamoto was said to be on SWP level, but didn't make to list because he become soft. Yamamoto never intented to rebel.

Possibilities:
- Uryuu, he has something that can surpass Yhwach's powers.
- Jugram, he is holder of the key (that sent them to RR) and according to Askin he will be emperor before Uryuu, even thought Uryuu can surpass Yhwach, so maybe Jugram can as well.
- Urahara, smartest person around
- Kugo, he is like Ichigo Hybrid, we still didn't get his background.
- Tier, Yhwach defeated her, but why didn't he killed her?
- Grimmjow, Chad since I throw Tier here, why not these two XD
- Orihime, her powers are still secret.
- Tsukishima, from where he escaped when he was a kid?
- Ryuuken, anyone wonder why still he didn't appear in Quincy arc.

Maybe Uryuu and Jugram could be. There are two SWPs on Shinigami's side (Ichigo and Zaraki) and one neutral (Aizen), if there are two on Quincies than fights would be balanced.

Why would uryu be one of them? I do not think it is uryu for 2 reasons:
1.Uryu is ALREADY on Bach's side(even though his intentions might be to kill juha later but that's a different story...)
2.Uryu is something MUCH more to the wandereich than some war potenetial. He is the succesor of juha. Why would one be a successor to the quincy empire and a special war potential at the same time?

Just my 2 cents...
Well, if the war potentials are people Bach wants to join him, Maybe he tried to get Uryu to join him, and suceeded this time.

Just my three dollars fifty.

Yeah she has potential, but she doesn't strike me as a war fighter. By the way, do you think that Aizen will free himself? After all

1- Soul society destroyed = No prison = Aizen free
2- He is a war potential, so i think he will play a big role
War potential doesn't have to mean fighter. A huge factor in a war is man power, and if Orihime can continually revive strong fighters than she is a War Potential. I say the last two are Ishida and Orihime.

War potential doesn't have to mean fighter. A huge factor in a war is man power, and if Orihime can continually revive strong fighters than she is a War Potential. I say the last two are Ishida and Orihime.

Senryoku [War Potential]

1: The power to carry out war. Not only the strength of a military, but 'senryoku' also includes: weapons, (am)munition, the power to transport goods and refers to the ability to wage war overall.

I think the problem people have with the translation of 'potential' in 'war potential', is that they immediately think that it denotes latent power: i.e. potential one has.

As far as the definition of senryoku goes, it does not mention a thing about that, rather [the potential to] the power to carry out war.

Regarding the 'tokki - senryoku': Special War Potentials, they have the power to carry out war specially or in other words, more effectively (as they are special). At least, that is what I can gather from it.

Using Urahara as an example, in a hypothetical sense he can very easily be an SWP because of any intel on the nature of the Spirit King and the Royal Realm, such knowledge could in effect have the potential to wage war for Yhwach and his cause.

This could also fulfil what the Dagger mentioned about 'factors other than strength' as well.

I don't think it needs to be over-analyzed here, and Kubo probably didn't put this much thought into it. The basic idea is the special war potentials have something that threatens the Sternritter. What they all have that is threatening is the question.
