I don't understand why EMS Madara is last, really he should be 2nd seeing as he is only stronger than one of those groups.

Hiruzen could solo him, so that definitely puts him under Team 3. Team 1 has BM Naruto and K11, so they are above EMS Madara. Team 2 is the only one he can really beat, lol.
