incase you dont know who the kage are here are their names.

hokage:
hashirama
tobirama
sarutobi
minato
tsunade

riakage:
3rd (sorry i dont know this ones name. if anyone could tell me thatd be great
4th: commonly known as "A"

as well as killer bee.

the limits placed on the characters is that
1: minato cannot spam the ftg.
2: killer bee can only use stage one of the eight tails cloak. all of his other moves are allowed

who do you think would win?

I mean Bee and A couldn't do anything against just Minato. And that was a Minato who didn't even use anything other than a kunai and FTG twice.

So as long as you don't count using FTG twice as spamming then it would just be the five Hokages vs. the third raikage. Out matched in my opinion.
