The 4th Great Ninja War should have been done by the Akatsuki with Rogue Ninjas

I remember when the 4th Great Ninja War was talked about by Tobi that it would have involved the concept of Rogue Ninjas and quiet honestly feel that if Kabuto didn't show up with Edo Tensei. That path would have been the likely Scenario Tobi would have took it. Since if that wasn't the case then why would Kishi had introduced the idea of the Bingo Book if nothing would have been really done with it? Fillers and Movies made this seem even more like it was leading to something with seeing how many strong Rogue Ninjas their where still roaming about not apart of the Akatsuki. So what do you all think on this?

The Edo Tensei Path was the best since there is not enough Rogue Ninja to take on the alliance or that they powers might not be adequate to even beat the mediocre Shinobi. They don't have enough skillset. Tobi's Plan would have been horrible if it were not for Kabuto. All of his soldiers would get wrecked by Naruto and then he would have to go to the front lines and try to beat the whole Allaince plus the 5 Kage since they won't have to face Edo Madara. Edo Madara is basically what extended this war from being an easy defeat for the SA. Tobi's idea was horrible.

Neither edo tensei or an army of rogue ninjas would really make sense or be fun to watch
