No. You can't say someone is the strongest just based on hype otherwise Sage of Six Paths could take on the Naruto Universe low difficulty in a split second or he could be some fodder with some creation techniques. We can't tell until we seem them in action. It's like Schrodinger's cat.

Bottom line; Gaara > 3rd kazekage
