A leader does what he thinks is right. Rather the long term goals don't go as planned, it was, and always will have been for the better of the village.

Danzo was like Tobirama, but to more subtle extent, he was one of the greatest heroes Konoha had, rather his methods were dark, and misunderstood they still were for the better.

A leader thinks beyond their own ideals. Someone who puts his personal opinion aside and continues to evolve through the process. A leader is someone impartial, which does not judge an entire clan based on one person.


"For the better of the village" thing works well in theory... But in practice, however, brought a lot of misery, death and injustice.
