The 2 Elders of Konoha

This shud be precedence of every fillers or arc been made, these two persona of konoha are yet revealed by the plot. Despite of a few illogic decision made by them both, they're without doubt are much, much higher ranks from hokage position, but still lower from the feudal lords.

I just wondered, who are they actually are or were before? No statement or prove given until now whether they're former shinobi or not, but they do involved in shinobi worlds by large. What possibly that cud make them highly regarded by the whole village? Even damzo respects them so much, make me even wondered. Are they the one who knows everything? Or just another unsung great shinobi that been kept away untouched and unexplained? Opened for any suggestion.
