I apologize in advance if this has already been posted, but I found this on Naruto The Last's Facebook page:
The Ōtsutsuki Clan (大筒木一族, Ōtsutsuki Ichizoku) is a clan originating from another world/dimension, having arrived to the Earth about 1,000 years ago. The clan can adapt to any environment hence the fact that they're from different world they were able to adapt to living Earth and also The moon. Some members of this clan notably have unusual anatomy such as horns and pale white or grey skin.
After defeating their mother, Hamura Ōtsutsuki, younger brother of Hagoromo, became the next leader of the clan. After the death of his older brother, Hagoromo, Hamura and the rest of his clan departed to the moon, in order to guard his mother's sealed remains (Gedo Mazo).
Based on this fact, it is very likely that Toneri Ōtsutsuki was born on the moon. The man standing next to young Toneri (below image) is most likely his father (and possibly the son of Hamura Ōtsutsuki).
