Kaguya needed her army to defeat Hagoromo. If the SO6P can summon all the kages from the Pure Land, why not every ninja that has ever lived. I'm starting to think Kaguya was a anti-hero.

The reason why Kaguya created the IT is because she didn't want to take everyone by force and turn them into mindless zombies for the war with Hagoromo. So she created the IT so that at least people could live happy lives even though they are zetsus. I guess it was her way of being merciful. Hagoromo is a manipulator, I believe he manipulated people into believing his mother was truly evil and eventually manipulated Humara into sealing his mother, and then killed him to get everyone that could oppose him out of the way.He seperated the Jinchiruki because he didn't want kaguya to come back after his death . So to stop it he seperated the 10 tails into 9 tailed beast, and if she ever appeared after his death he would appear, and use the yin and yang powers to seal her once more, and being in his charkra form, he could rule everyone with ninshuu by connecting their chakra. Think about it why were people so opposed to the idea of ninshuu?
