The fundamental contradiction in current strategy is that the most reliable ground troops fighting ISIS are the explicitly ethno-sectarian ones, like the pro-Iranian Shiite militias and the Kurds. It is the Shiite militias in particular, sometimes directly supported by the Iranian military, who have provided the backbone during the Iraqi Army’s successful offensives in places like Baiji and Tikrit.
