His (Itachi) Jutsu speed or handseal speed, yes, but not foot speed.

Well he is literally the best in all speed departments, Naruto requires RSM to match him which is a testament Sasuke's natural talent.

Sasuke used Sharingan to copy Rock Lee's speed in Part 1. Praised for his speed in Part 2. Ended with Ameno, which is a Space-Time Jutsu.

Itachi is moving that way because of Sharingan. He is shit without it. Also, he wasn't really praised for speed.

This. Naruto, Hashi, nor Minato had any dojutsu that let's them copy movement. The Uchiha's have the Sharingan, which copies movement, after that it's about training the body to take advantage of what has been copied.
All things considered, everything is balanced, however :
Naruto>Sasuke in speed and strength.

Madara and Sasuke are transmigrants, so by default they're enhanced as hell (and by that token, so are Hashirama and Naruto)

Second to Itachi, Rock Lee is really the most talented one when it comes to "nothing but raw abilities."

The Sharingan is a boon that shouldn't be dismissed, but Itachi's one of the fastest shinobi out there, and I doubt it's because he found someone faster to copy.

Most of the people argued that sharingan makes the three op and without them all of them are shit well if that's the case might guy is the only one that has pure speed / strength and all other shinobis are fodder before him with out their respective techniques / kekkai genkai.

To be fair, the sharingan didn't make him fast, as KCM, Gates, and Raiton Armor does. It just let him analyze how Lee was able to move so fast, and replicate it with his own body.

True, but they can fight more effectively at higher speeds.

KCM Naruto might move faster, but his combat speed is lower due to his lower reactions.

Nope, Sasuke was nearly blind by that point and wasn't a sensor so he couldn't have predicted Naruto arriving. Naruto has never shown speed feats in base mode.
