Sasuke cannot deactivate his Rinnegan, that is like saying there is no such thing as base Kakashi since he can't deactivate his sharingan. Or no such thing as base Danzo.
Also Sharinnegan gives no enhancements to ninjutsu power, nor physical enhancements
