Because those are Naruto and Sasuke's feats, someone like the Sage should have been shown using his own feats which are 6Path jutsu and TSB. He could've used Nunoboku sword, TSB shield, sealing jutsu used on 10tails and Deva Path. Rinnegan powers were associated with the Sage, not the powers we see his weaker descendants use.

You want him to use nunoboku sword on hamura? HAHAHAHAHAHAHA Chidori-like jutsu is the only way he can weaken him without killing him directly . I know he could have used these against kaguya but the fight was off panel in the first place

Hagormo used chidori and PS like Sasuke and learned toad SM like Naruto. Hamura's fighting skill was worse than Neji's. His eye power comes from Kaguya, he should be able to use Jyuken feats similar to her.

And only western fans like you brought up the term filler, you can't claim its noncanon when the mangaka in Shonen/anime industry Never even bother to brought up the concept of Fillers to begin with. It was quite obvious that if both Naruto and Sasuke falls under Kaguya hand, then there's no stopping Kaguya. Seeing kaguya controlling Hamura was obvious that hamura couldn't handle her alone and she must somehow put him into the corner forcing him to bind to her will.
But anyway, just because the fillers that Kaguya pulled off was never shown in the manga doesn't make any difference considering that Kaguya in the manga was nerfed as hell and you know it that it had tons of contradictions.
