Could tobi have killed him and taken the Byakugan for himself.

Seems legit if he has 3 eye powers. The sharingan , the Rinnegan and the byakugan. Explains why he has that 3rd hole on his mask.

The byakugan is useless if you can't see through it unlike the sharingan where you don't need to see through it to use Izanagi
