what orochimaru means is that : "FOR NOW, FOR THE PRESENT TIME, MADARA IS STRONGER THEN SASUKE...but according to my expriments ,and knowledge about sasuke kunnnn, Sasuke MIGHT SURPASS MADARA..."

Orochimaru was most definitely referring to that "surpassing" factor under the context of Uchiha powers and abilities i.e. EMS Sasuke vs EMS Madara. Not against Rinnegan Madara or JJ Madara. Because Orochimaru was commending Sasuke's potential while speculating, which implied that Sasuke would go farthest in which his potential allowed i.e. EMS. Rinnegan and JJ had nothing to do with his or Madara's innate potential.

Madara's Rinnegan wasn't his "own" power i.e. he didn't achieve that relying solely on himself, and it cannot be achieved by any pure Uchiha naturally. So Orochimaru speculating that Sasuke would surpass Rinnegan Madara doesn't makes sense, especially because Orochimaru could have never guessed that Sasuke would be granted the Rinnegan by the Sage. And without attaining the Rinnegan, there was no question of Sasuke surpassing Rinnegan Madara.

Orochimaru referring to JJ Madara also made no sense, because for that Sasuke would need the Juubi to compete in that power department, which nobody was sure he could gain and it was irrelevant to Sasuke's personal development just like the Rinnegan.

So putting everything into perspective, it is evident that Orochimaru was referring to EMS Sasuke surpassing EMS Madara, which BTW, he could have done if he had enough time to mature his chakra and powers.
