I mean it looks flashy but they didn't try to find an opening to use it. They just threw it at him and he smacked it away. So amateurish imo. Also lightning ball jutsu is not one of my favs, honestly i rather see lightning armour or see Sarada use another lightning tech than lightning ball.

Black lightning's probably hype to give him something cool looking. Or it could be adding yin to lightning as Sasuke did to his Chidori. Maybe not boosting the power per se but allowing an added effect.
