I really can't see how that is possible. It was stated that "that jutsu" was something on which Jiraya and Minato had also worked on. But the latter 2 never were jins (Minato became later) so it's simply irrational to think that they could work on its completion while they didn't have accesss to such technique to begin with.

no, which is were Kishi messed up, he uses the term "that Jutsu" so much it's ridiculous, but i highly doubt that the "that Jutsu" Kishi has hyped for so long was the sexy jutsu, that would be nonsensical. though that's just me giving him the benefit of the doubt.
