Also the majority of these are during fast paced action scenes, some of these screenshots were a part of beautiful animation sequences. Only some like Pain's moments are actually horrid.

I love how people like you try to bring up Toei and One Piece as if it somehow excuses or justifies the animation in Naruto. They're more or less the same aside from the few Top Notch AD's and key animators Naruto has had.
Studio Perriot is not a good studio. Your post is an unnecessary exaggeration. Being slightly better than Toei is not an accomplishment.

The actual animation may not be that bad, but man, do they like to draw characters off-model, even in some still shots.

Though, I admit that I'm a horrible nitpicker when it comes to drawing.

Some of this pictures are from motionless scenes. So yes you can notice them really fast.
Studio Pierrot is one of the worst studios out there, period.

That was from a fast-paced scene - and that episode was pretty-well animated as I remember. Screenshotting frames means nothing. Especially with ninja who are superhuman moving at high speed. Even the slower and top-notch Sword of the Stranger and Samurai Champloo will look goofy if you start picking frames out:
