Does that last page look like he plans on saving anyone? :|
At this point I think is either
1. Kaneki kills Eto (boring)
2. Kaneki joins Eto
3. Eto escapes
4. Eto stops playing around and starts attacking Kaneki for real

So Kaneki decided to not save her well it was impossible in the first place because Eto does not care herself

Not necessarily now but late on in the series, its quite possible, to repay kuzen kindness and honor his ideology, ken will save in someway.
But for the time being ken and her will fight seriously now, and eto wont die any time soon but its also possible that her happy ending/ salvation (so to speak) lies in her death.. and I dont think is the end game boss of this manga, but just a small piece in a bigger picture.
This manga is unforgiving to its characters just like berserk, I love it.
Yeah just read a translation. There is no way that Kaneki is joining Eto.:lol
As for Eto being saved I think it's only from her mind set. When she realizes that everyone isn't evil she probably look at those who supported her as more than just pawns and she will die knowing the embrace of her loving father

If she realizes that she would have a lot regrets and i as well think she is not the end game boss
Well ony person that supported her was Yoshimura maybe Noro as well

- He prioritized taking out Big Madam so that he could get promoted to Special Class.
The CCG has been weary of Kaneki's rights over Hinami but with after this operation, it's likely they they'll be less suspicious and thus increasing the chances of Hinami escaping and possibly Amon returning (meeting Donato, if they break out).
Everything is going just as E.T.O (Exterminate Tsukiyama Operation) planned.
How clueless, the CCG.
The stocks are in Kaneki's favor.

Methinks she's going to continue teasing so that when the rest of his squad/CCG arrive, they will witness Kaneki facing off the OEK. Upon doing so, he will earn a major promotion and the reputation of the quinx program will be solidified. He's already neutralized Tsukiyama and Kanae so the credit is guaranteed. This will cause the CCG to invest more into the Quinx/Half-ghoul program in order to improve results.
