Mei takes this. She kinda can make him... boil.

Mei wins low-mid difficulty. Zabuza is pretty good in navigating in the mist so it isn't like he won't know where to strike but the problem is that the mist will melt him. I guess Zabuza could increase the Ph by using the regular mist to make it less acidic but I think Mei will overcome any efforts on Zabuza's part of making the acidic mist non acidic.

Mei's suitons will undoubtedly overpower Zabuza's and she is a lot more versatile than him. If Zabuza gets close, I think she could kick him away or quickly execute a jutsu knocking him back. Silent killing won't work since Mei also knows how to navigate in the mist, or at least she should know how to.

I think this is pretty much decided, really. Zabuza's outclassed, in every area but kenjutsu and, possibly, assassination tactics.
