Besides, if fascism were born on its own, it's very, very, veryyyyyyyyyyyyy likely it has a considerable amount of support within the country. Atop of that, a fascist government would have a lot more money & tools to work with. They'd have been in control since forever and have the documentation of everything... there's no hiding from them.
