At the moment she has shown not so much even Sakura has greater potential and my most hated character in Naruto is Sakura, that should say enough.

she has the basis of being an op character within the kunoichi but she was trolled, and example would be more complex function of her tools, poison in her tools agility and tactical use of tools, many factors could play in that would make her a splendid ninja.

Tenten is limited to using Ninja Tools, so I'm afraid it'll be difficult for her to surpass the other kunoichis.
Most shinobi (unless they're fodder) would be able to simply deflect or avoid shuriken/flails/explosives/etc.
