We can all agree that Tenten is the least strongest in her team and probably doesn't rank very high at all amongst the other teams. This could be because she wasn't given enough attention by the Kishi or she couldn't get any better.
My theory is, it's possible that she could have been stronger under another sensei...reasons:
1. Gai mostly used taijutsu, this I'm sure must have been of great benefit to Neji and Lee(evidently it was a major part of both their fighting styles but Tenten used ranged attacks.
2. Gai also never really used weapons(which is Tenten's specialty) except that one time when he had nunchuks against Obito, and even that is still close range. A sensei like Kakashi could have been a better choice as he could be classed as a "mid-range" fighter in comparison and understands Ninjutsu better
3. Viewing the case of Tsunade training Sakura for her to enhance her strength and medical/healing skills, this idea seems extremely plausible
