Let's not forget that the chakra cannon which destroyed an astriod belt surrounding the planet and was going to blow up the moon gained its power from the chakra of around 50 normal shinobi. You don't need 1000 eyes to reach that moon/planet level.
Who the heck is arguing for the Byakugan? We're talking about the Tenseigan. We're not talking about Orthodox methods of awakening, we're talking about what each eye can do without taking in a body power coughjuubi, senjutsu, Rikkudo chakracough.

You could say the Byakugan has potential to surpass the sharingan... with Otsutsuki chakra, but the fact that it needs an outside power source from a God in order to do so. .. Lol

Ootsutsuki chakra isn't the chakra of a god .... it's simply the chakra of another clan . Toneri, his father, the Jesus-looking guy... they were all Ootsutsuki, yet they weren't gods like Kaguya or Hamura or Hagoromo were.
Still, Toneri's goal was to activate that thing and use it to destroy earth, his tenseigan eyes controls it, so overall it requires collections of byakugans in order for it to work

You're arguing that any Hyuga that receives Otsutsuki chakra can awaken the Tenseigan, but that goes for Uchiha as well. Any Uchiha who receives Hagoromo's chakra would awaken the Rinnegan.
The Rinnegan awakens when Ashura + Indra chakra is combined because it brings out Hagoromo's chakra as he states here:

So if Hagoromo gives any Uchiha his chakra directly they would awaken the Rinnegan. The Hyuga and Uchiha are in the exact same boat.
Only the trans-migrants of Ashura and Indra can unlock the Rennigan through reuniting their chakras, hence why Obito and Danzo never unlocked Rennigan despite both having Uchiha and Senju components.
Of course, Hagormo giving an Uchiha or Senju would grant them Rennigan. It's still not the same.

Hyuga #45 could borrow chakra from Ootsutsuki #32 and she'd get Tenseigan.
Hyuga #29 could borrow chakra from Ootsutsuki #58 and she'd get Tenseigan.
Hyuga #38 could borrow chakra from Ootsutsuki #15 and she'd get Tenseigan.
In other words, it doesn't matter who it is, as long as it's Byakugan + Ootsutsuki chakra, there will be a chance for Tenseigan to show up.
It is not the same as Rennigan, which will only be unlocked through Ashura and Indra's chakras mixing, which only the reincarnations of Ashura and Indra can do, as they are the only ones who have the chakra.

I understand any Otsutsuki can give a Hyuga chakra and awaken the Tenseigan, but it's a little irrelevant seeing as how there is only one living Otsutsuki and he lives on the moon. So technically, only Toneri can grant Tenseigan just like only Hagoromo could grant Uchiha Rinnegan.
And there is zero chance of that happening ever again (Toneri/Hagoromo granting someone a power up).
