Technically, it is. The method of unlocking Tenseigan is Pure Byakugan + Ootsutsuki chakra. So if a Byakugan user with a pure byakugan has Ootsutsuki chakra, they can unlcok it. But none of them have.

We still don't know a whole lot about the Dojutsu, but note that it also depends on the user. As I said numerous times it doesn't matter if you have the Tenseigan and you're up against a very experienced Rinnegan user, obviously the experienced Rinnegan user is going to win.

Even though it was disproved, I still believe they are equal in power. Hamura and Hagoromo weren't more powerful than the other.


First of all you need senju DNA to even unlock the rinnegan if you were to be Uchiha as stated in Madara's case.

Actually, you need Ashura+Indra to achieve the rinnegan. The Uchiha and Senju themselves have nothing to do with it.

That moment when you realize that the sun and moon seals were required for that, and was empowered by Hagoromo's Rikkudo chakra (after all, he didn't exactly give Sasuke biju power).

Irrelevant argument. The Hyuga don't have access to the Tenseigan. The Hyuga are ultimately inferior in a clan battle over time, but the tenseigan itself is stronger than any other dojutsu without anything additional buffing it.
