Not really, Neji shares the same bloodline as Hinata, their fathers were twinse, he was the prodigy that inherited the superior talent even Hiashi admitted it. And let's not pretend that his sacrifice wasn't an aspull to pair Hinata with Naruto

Furthermore, Ootsutsuki aren't born with a Byakugan like the Hyuga it suggests that the ability to use dojutsu lies with the Huga bloodline.

Byakugan powered by Rikudou Senjutsu along with the ability to use Tenseigan would've surpassed Toneri's power levels by miles, Kaguya already displayed how strong the Byakugan can be with the right chakra, now imagine it in the hands of a prodigy like Neji.

How would Neji dying help Hinatan and Naruto in anyway? It is not like Neji and Hinata are in love or anything, Hinata even confessed to Naruto her feeling during Pain almost killing Naruto.

I think the Ootsusuki were born with the Byakugan, but Hamura sealed the Ootsusuki eyes, which is why Toneri didn't have eyes.

That brings up a new theory, just bare with me.
After Hamura awakened the Tenseigan on the moon he was worried someone might want to use the eye to hurt people with it. So to prevent others from awakening it he made a seal that just holds the eyes of the elderly. A little down the line, a conspiracy forms about the So6P and they turn against his ideals. The eyes that make-up the Giant Tenseigan you see in the movie is the work of Decades worth of chakra culminated into the sealed eyes so they all turn into Tenseigan. They even keep adding the eyes to it, going son far as to take from the young.
Now forcibly fused together, the hundreds of Tenseigan eyes, they're like a make-shift warhead capable of destroying anything. Just like his brother, Hamura just stayed in suspended existence. Using his chakra alone to keep from dying... Fully. Only watching the events of his clansmen. During the events of "The Last", Hamura sensed Hinata, someone with ancestral ties to the Ootsusuki and strong Byakugan eyes... The Byakugan Princess (cliche yes but acceptable). Then sent a message to Hinata through a truth-seeker orb. Hamura used his chakra within the orb to resonate with Hinata's fragments of Ootsusuki heredity, awakening her Ootsusuki chakra. Telling her the true history of the Tenseigan and his reasons for sealing everyone's eyes, also tasking her with destroying the Tenseigan weapon.(Without a proper power-up)
