As her dragon strengthened itself, Nana arrived on the mainlands, the boat gently hitting the shores as she disembarked. She was in enemy territory now, and not making the same mistake twice, she would attack all on site. Supposedly all lands were under protection now, but she needed to regain some pride. How easily she fell before.

Walking on wards she saw a strange figure on the horizon.She assumed an enemy, as no regular civilian would be dressed like that. Preparing her assault, the dragon uncoiled, and as she leapt into mid range, she hammered her free fist down, while the dragon shot forth into the air, and then collapsed from above crushing her opponent. The rage and fury were now going to be unleashed.

Description:
This technique is both terribly simple and terribly dangerous. The user concentrates their chakra into their fist and simply lands a devastating full punch blow on the target, sending him flying to at least 1000 metres away from where the user is (if nothing is in between). In most cases, if successful the technique is fatal. In addition the technique can also be used to defend against solid ninjutsu attacks such as Earth. If the user punches the ground, the chakra released from the huge strength the technique packs will produces a massive shockwave that shatters and crushes the earth up to mid range, leaving behind an enormous crater. The technique is so powerful it can be used against boss summons or gigantic enemies with no noticeable result change.

Note: Can only be used by Sakura or Tsunade bios.

Description:
An advanced nintaijutsu technique, the user will gather chakra into their dominant fist, and with a punch forward release the chakra which will extend outwards. The chakra will then use shape manipulation to form itself into a serpentine chinese dragon that extends from the users fist. This dragon will still be connected to the users fist from its body as it grows being able to reach up to long range, able to contort its body and move to the users will, capable of coiling around the user to protect them or lunge out to strike at opponents as the user punches their fist forwards.
While channelling this technique, although the other appendages will be free, no other chakra based attacks will be able to be used.
The dragon starts out as a B rank with 40 damage with each subsequent turn increasing in rank following damage scaling until it becomes S rank with 80 damage on the 3rd turn.
Notes:
Can only be used 3 times with a 2 turn cooldown inbetween.

Description: The kekkei genkai intrinsic to both the Hyūga and Ōtsutsuki clans—descendants of Kaguya Ōtsutsuki. Those who possess this dōjutsu have it manifested as eyes with featureless white irides and no visible pupils. And when activated, the pupils become more distinct and the veins near their temples bulge. To activate the dōjutsu, Hyuga but not Ōtsutsuki clan members are initially obliged to use a rather long and specific sequence of handseals: Horse → Tiger → Boar → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar → Snake. But once activated, the dōjutsu user is endowed with a range of skills.
To start, an activated Byakugan gives the user a near 360º diameter field of vision bar one blind spot at the back of the neck, above the first thoracic vertebra. Its vision can penetrate through any solid objects or obstructions, and likewise remains unaffected by blinding interferences. But that being said, certain barriers and the like may distort its perception. In addition, it is able to follow high-speed movements, which enables those with this dōjutsu to analyze their foes' actions and better react to them. The Byakugan is also able to see chakra to a higher degree than the Sharingan and ergo, identify where a person's chakra signature originates from. Beyond that, it can discern certain types of clones from the real person. And its ability to see chakra is in fact so acute that those who possess this dōjutsu are even able to see the chakra pathway system and the 361 tenketsu that comprise it. The Hyūga clan has gone so far as to develop their unique Gentle Fist style in order to capitalize on this particular ability.
Note: Hyuga clan bios of at least Sannin rank become able to passively activate their dōjutsu upon one month having passed since Gentle Fist training concluded. Ōtsutsuki bios never need to expend a move in order to activate it.
Note: While traversing the NW, bios with activated Byakugan are able to see up to two 2 adjacent landmarks away while those of sage rank can see as far as three away, but this doesn't extend beyond an ocean landmark.
Hei watches as the girl makes shore. A strange chakra wrapped around her. As she makes her way further inland she would noticed Hei, and leap upward to attack. Hei, being high in the sky would ponder to himself why someone would so aimlessly attack him. Had he done something wrong? Perhaps the woman was crazy. Either way she was clearly heading into mid-range of Hei with hostile intent. As the woman entered Mid-range, she would release the coiled chakra in the form of a dragon directly at Hei, this while she shifted her own momentum downward with her free fist aimed to hit the ground below. Hei would smile as his Rinnegan formed in his left eye and open a rift within the fabric of space directly in the path of her punch aimed for the ground. Her momentum would cause her to immediately fall through this rift as it forms and instantaneously transport her directly in the path of the dragon where it would immediately deal massive damage to her as it crashes into her. Hei would then release a stream of air to assist his movement. He will fly out of the path of the attack, to the right. Maintaining his altitude and move with immense speed not trackable by most. Hei will watch the woman as the events unfold.

Description: One of the 3 great Doujutsu, the Rinnegan has, like the other, the ability to see chakra and the chakra flow of individuals. It also allows the user a great clarity of perception and tracking abilities, although its levels vary from user to user. Dispicted as the eyes of the SO6P, the Rinnegan awaken on Madara Uchiha after he obtained his EMS and implanted Hashirama's Senju cells in himself. Having both lineage from the SO6P allowed him to awake the Rinnegan. When Madara activates the Rinnegan, he seems to not suffer any kind decrease in his EMS abilities in terms of tracking speed, clarity of perception or seeing chakra. Eventually his eyes were bestowed upon Nagato Uzumaki and in him manifested lower abilities (equal or comparable to a 3 Tomoe Sharingan). While Nagato was never able to deactivate his eyes, Madara could switch at will between his EMS and Rinnegan eyes, although he wasn't able to go from 3 Tomoe to Rinnegan directly. Eventually Obito transplanted Nagato's (and subsequently Madara's) Left Rinnegan into himself. By doing so he gained access to both Doujutsu at the same time although losing the ability to deactivate the Rinnegan and as such, losing chakra constantly to maintain it.
Note: Constantly passively active in Nagato and Obito bios
Note: Requires activation ( spending move ) for Madara bios but remains active indefinetely afterwards if the user chooses to. After having a complete Madara bio with Rinnegan for 1 month, user becomes able to switch between both doujutsu without spending a move. User needs to have activated EMS before and had it active for 1 full turn.
(Yomotsu Hirasaka) - Underworld Slope Hill

Description: The user is able to open rifts within the fabric of space which allows them to instantaneously transport themselves anywhere. Kaguya regularly used this technique to travel between her six dimensions. The openings can also be used to connect two different spatial locations within the same dimension or create a pathway that links two dimensions together. Similar to Kamui, Yomotsu Hirasaka allows the user to utilise these spacial tears to retreat, disorient enemies, ambush attacks, among many other possible tactics. These portals can be used to transport only sections of the user by partially entering them, and they can utilise this method to drag their opponents to another location.
Note: Can only be used by Kaguya and Urashiki Otsutsuki.
(Fūton: Kaze Ogawa no Jutsu) - Wind Release: Wind Stream Technique

I don't see a problem with Serpent being able to see anything. I do, however, see a problem with the time frame. I was about to side with Serpent, but he made the wrong argument. Serpent is under the impression that he can use two techniques before his opponent's one technique, but that is not allowed and never has been. Since Serpent's Rinnegan activation requires a move and regardless of how fast it is he cannot use another jutsu to avoid the attack before it hits. Also, just a note, but if a jutsu costs a move you can never assume you can pull that jutsu off and another one despite how fast it may happen unless they happen at the same time, but that's not what Serpent's argument was.

All in all, Serpent would activate his Rinnegan, but would get hit by the attack because he did not counter in time.

I'd like to get a second opinion about this. I still believe there is no time frame issue.

Bold: In my move I do not believe I am using 2 techniques before she can use one. She completes her technique, before I even begin mine. In my move, I allow her to complete multiple offensive actions before I even begin to mine.

Bold Blue: I disagree with this as well. Speed of a technique should be concerted and I will give an example to try and make my case.

[Lets say someone uses water dragon technique, a technique that uses 44 handseals from long range away. They begin by making the 44 handseals to create the dragon and then release it forward at the opponent. Now, the opponent has Sharingan active, and can see the chakra forming and the handseals as they are making. From the moment they see's their opponent focus their chakra, He is able to begin focusing his own. As the opponent, releases the dragon, the sharingan user makes a clone. Then, as the dragon makes it's way from long range to the sharingan users location. the clone makes an earth wall to block the dragon.]

According to the bold blue. After making the clone, the sharingan user wouldn't be able to do anything else, until after the dragon hits him. That isn't how time frame works. The time frame says:

"The first aggressive action of the first player triggers the beginning of the fight. However, the timeframe can only move forwards and, as such, the first aggressive action of the first player cannot be prevented. This aggressive action is any action that initiates the battle and that the other player can perceive. Normally, this is a technique but it can also be throwing a Kunai, molding your chakra, running, etc. Note that molding chakra triggers the beginning of the fight but DOES NOT mean that you can stop that from happening; It means that you can start "acting" from that point on. Acting, as in, molding your chakra, taking a stance, etc etc if you are able to detect the opponent molding chakra through sensory type jutsu such as Sharingan and Sensory techniques. This doesn't mean that you can finish a technique before your opponent finishes his, just that the time frame itself starts at this point."

In that example and in my move, I did not break any timeframe rule because; I never prevented my opponent from using his first offensive action. I never completed a technique before the opponent completed theirs. In both the example and our battle. Once the dragon is released, the technique is complete and the time frame continues forward.

That is how I see the timeframe.

I agree with Sasori. You guys already established that Rinnegan activation is not passive and takes a timeframe. Therefore, trying to make two moves in the same timeframe would cause the second to fail.
Serpents argument about being able to make two moves within a timeframe is wrong.

While it did this, Nana would pull it down, pulling the target along with her creation, slamming it down into the ground, reaching into her pouch and swallowing a medical pill with her free hand.

(Heishi Piru) Soldier Pills
Type: Supplementary
Description and Background:Soldier pills are a more combat aimed variation of the military ration pill. Upon ingesting the pill, your chakra supply doubles, but burns at a greatly accelerated rate due to the "pressure" involved. Upon ingesting the pill, any ninjutsu you use gains +15 damage and any taijutsu gains +10 for 4 turns. Upon expiration of the effects you must use an extra 10 chakra for every technique afterwards for 5 turns with no enhanced effects due to the fatigue setting in meaning you have to force your techniques more, and thereby adding to the toll it takes on your body. These pills are a basic medicine medical ninjas use in combat and are essentially black small round pills which are swallowed and absorbed through the mucosa in the stomach, made off of various ingredients and medicinal herbs as well as stimulants. Can only be given out to up to 4 times, excluding the user's use.
Description of Side Effects:
-Upon using a second pill in a conflict the additional chakra cost after expiry rises to +30 until healed
-Upon taking a third pill, the medical ninja will suffer cardiac arrest upon expiry of the pill.
-Costs a move per turn to use.

These pills are a basic medicine medical ninjas use in combat and are essentially black small round pills which are swallowed and absorbed through the mucosa in the stomach, made off of various ingredients and medicinal herbs as well as stimulants. Can only be given out to up to 4 times, excluding the user's use.
Description of Side Effects:
-Upon using a second pill in a conflict the additional chakra cost after expiry rises to +30 until healed
-Upon taking a third pill, the medical ninja will suffer cardiac arrest upon expiry of the pill.
-Costs a move per turn to use.
After the dragon crashes into Hei, he will see via his Byakugan that his opponent would clenched her fist. Alluding to her control over the dragon construct as it would then maneuver around him and attempt to crush him like a vice. Hei however would would escape through his mouth, flying at his top speed narrowly avoiding the grasp and leaving behind a shading of his old body in his place.

Description: This technique allows the user to experience a near total rebirth of their physical form. Should a significant portion of their body be damaged in battle, the user can emerge from their mouth and cast off the skin of their former body. Note: This technique may be used only twice per battle.

Flying at his top speed to his left (your right) in a waving pattern as keep his moment more unpredictable, Hei would also notice that his opponent had taken a pill that caused her chakra to spike. Hei would activate his mad enhancement seal, causing him to appear bury, even when standing still. As the seal activates, Hei would extend his hand in the direction of his opponent, using his complete mastery of water element, being able to form it without a source or need of handseals. This will form long spikes that protrude around his opponent beneath her in attempts to stab her from multiple angles.

Description: The user will passively apply a seal with the Kanji for "Madness" on their body. This technique will both distort how their body but also their techniques appear. A barrier of chakra will form over their body in the form of a black haze of chakra cloaks the user's body without obscuring their sight. The haze casts anyone who looks upon it in an external genjutsu (A-Rank) that constantly shifts the user's outline like an off-focus photograph, thereby obscuring any discerning marks or features. The mist-like illusion also causes his image to double or triple randomly, making him appear to be a hallucination. It essentially creates the effect of the user's body flickering from side to side across a one-meter area too fast for the eyes to track without the creation of after-images. This isn't to be confused with the user moving back and forth, this effect can solely be attributed to the genjutsu induced by the haze and will occur even if the user is standing still. This throws off techniques which require a clear line of sight or concentration on the user's position. This effect will occur regardless of the opponent's tracking speed. As for the user's techniques, their distorted image will depend on it's state of matter. Solid techniques will appear pitch black with red lines of light across them, liquid techniques will appear as blood, gaseous techniques will appear as a black smog and energy-based techniques will appear a dark-red colour. This lasts until deactivated.

Description: After forming three handseals, the user produces large spikes capable of impaling clean through a target. This technique can be performed from afar through any existing water source, even mist, to rain down on its foe or erupt from the ground. The user can also produce a spike to act as a makeshift sword for the wielder to strike with at hand.

The dragon dispersed in a wisp of wind, as the water gathered beneath her, and her fist hammered down into the water, it exploding in an omnidirectional shockwave as the chakraless water flew in all directions with each drop becoming like a bullet or needle. The sheer force of the attack itself would send ripples through the earth with the crushing force shaking the landscape.

As Hei continues to fly at his top speed to his left, he would notice his opponents chakra spike once more. Punching down, the opponent will release water as little bullets in all directions. Hei would then slip through the fabric of space evading the attack and escaping the battle.

(Yomotsu Hirasaka) - Underworld Slope Hill

Description: The user is able to open rifts within the fabric of space which allows them to instantaneously transport themselves anywhere. Kaguya regularly used this technique to travel between her six dimensions. The openings can also be used to connect two different spatial locations within the same dimension or create a pathway that links two dimensions together. Similar to Kamui, Yomotsu Hirasaka allows the user to utilise these spacial tears to retreat, disorient enemies, ambush attacks, among many other possible tactics. These portals can be used to transport only sections of the user by partially entering them, and they can utilise this method to drag their opponents to another location.
Note: Can only be used by Kaguya and Urashiki Otsutsuki.
