The number of tails doesn't matter. The ten-tails existed before all the others. Just because it had 10 tails it doesn't mean it's power should be split in 10 beasts.

Imagine splitting the Juubi into 10 beasts. One of them would actually have to have 11 tails and that doesn't make any sense whatsoever.
