PS. I know Sage said Kagyua was the strongest, but he only said it as he was ten tails less Jinchurki. It is fair to assume that there was noone rival which could test limit of SOSP's power while he was Ten tails host. Besides Sage may not consider Ten tails power as his own... so maybe it was not considered by him.

IMO, I think it would be tie or Kagyua barerly.

hmm... ok. What about plotwist: Kagyua was corrupted by forbidden fruit and trasformed into Ten tails beast, so Hagoromo as Ten tails host had his own power + Kagyua.... wow that would put him at the strongest character ever.

What if Kaguya trasformed into Ten tails, so Hagoromo stated that Kaguya, his mother was the strongest alone , but he be being Ten tails host had his + her powers.

Last great possibility. Hagoromo may only reffer to everyone as entity alone and most likely being Host does not count in hagoromo's view as his own power.

Imo: Kagyua >=Ten tails Host Hagoromo >> Hagoromo

Kagyua could beat TTH Hagoromo high/extreme high diff
