Considering Madara was most likely on Hagoromo's level and Kaguya's will one-shotted him. I'm going to say Kaguya is at least two tiers above Hagoromo.

The 2 main characters wield half of pre Jinchuuriki Hagoromo's power, and they will defeat Kaguya. Therefore, Hagoromo is stronger than her. What is hard to grasp from this simple logic?​
