The ten tails might be the origin of chakra, that doesn't mean other people could not have access to it. Just like today, then people were able to use their own chakra and/or amass it from the Nature. It could have been that the reason why there was chakra in the world was because of the existence of the ten tails.

Its hard to argue with the being who was there during the time of the Sage. Jubi can be the source of chakra like the was well of eternity was the source of arcane magic in warcraft azeroth: It was everywhere yet nowhere at once till the well exploded.

I think the Juubi is like the god of the Narutoverse. It is seen as the progenitor of all things, so predates everything, so may have created humans in Naruto as all humans are born with chakra there.
