Well Kishi considers Sakura stronger than Temari, according to the databook. However in my mind, I can't think of way Sakura, a close ranged combat type, would beat Temari. However Sakura is intelligent, I'm sure she would come up with something, maybe like creating barriers with strength by punching the ground, and also causing Temari to be off balance. Sakura just has to get a scratch or a bomb to go off near for her poison to take effect, but I still think its a stalemate because Temari style is the counter for Sakura's style.
