Mei Terumi honestly. She could use her Lava Globs as a counter to Temari's Cast Net, since Fire is superior to Wind. Mei could also her Water Formation Pillar to block off Beheading Weasel, since I doubt the slashes can get through.

Temari can't keep up with Mei with that fan. She can handle the mist but boil release and suiton I need to see more temari feats.

Also temari's techs have much shorter prep time,all it takes is to swing a fan,wheras mei needs to form handsigns and spit it out.
Temari waved her fan fast enough to repel the SOUNDWAVES of tayuya's genjutsu before it reached her,and that was in part 1,she will fire off a fuuton before mei gets off a suiton,
aside from her cast net,she has the great cast net which is even stronger,and she can spam her kiri kiri mai too.
She also reacted to juubi's shockwaves and countered with the wind cutter iirc.
