Temari outright blocks all of them even though Kamui Warp, which is one of the fastest techniques in existance could not.

Not one of the fastest techniques, but he couldn't warp as paper bombs were constantly all over him, and he'd warp the paper bombs with him anyways. Didn't know there were 600 billion paper bombs here, if you think Konan can go around blitzing people who can't react as fast as Kamui then you need to read the manga and realize that she's failed to hit:

-Jiraiya
-Naruto (Base or SM)

Even couldn't hit Obito without the massive numbers to her advantage.

Okay, that just proves my point even more. She cut down a section of the forest, her damage is wide spread. It's not focused enough.

Bro, the slices are large enough that it's still incredibly hard to avoid, and it would probably slice right through every section of her paper/body.

Actually, the 2nd instant that he attempted to counter her paper bombs, he conceded that he couldn't warp away before the paper bombs reached him and so he had to resort to Phasing. They do travel rather quickly.

She resorted to a linear approach. Had she attempted to surround him, then he wouldn't have been able to do anything. Not that this is a fair example because Jiraiya had access to something that outright countered her. He was a good match-up here and had complete knowledge on her abilities.

-Naruto (Base or SM)

Base Naruto is a flat out lie. Base Jiraiya struggled evading her linear attack, so claiming that Base Naruto can suddenly evade it is incorrect IMO.

Though SM Naruto is a fair point and I don't know what to say about that. I think it's rather clear that her paper bombs latched onto Obito faster than he could warp despite his warp speed being faster than something KCM Naruto could perceive.

Temari isn't getting surrounded as she's blowing everything away that comes near her. There were way too many bombs around Obito some less then a meter away, he couldn't warp not because of speed simply because of numbers. KCM Naruto simply missed a a basic attack to his warping, can we not forget i'm pretty sure Obito was already ****ed up at the time as well.

Konan wins.
The paper is light, but as hard as sheets of steel. They travel fast enough for Obito not to dodge them with his Sharingan active. Temari has not shown the feats to keep a continuous gale, nor the feats to dodge what happens when that gale ends. Without Katamari, the wind can't apply the necessary pressure to cut malleable sheets of steel known as Konan's paper.

I didn't even bother noting the paper camouflage that fooled the Sharingan, or the explosive paper she can accumulate per second. Which is at least 1,000 though calculations bring it to 1.7 million bombs.

Konan is Sannin Level.
