At the present we have seen almost no battles from konahamaro except a surprise attack on pain (filler doesn't count) so we don't really know his true battle skills. However he is still an inexpirienced genin and Temari is a high ranking jounin plus just because he has ms doesn't mean he knows how to use it well in battle. Therefore I would still bet on Temari though we don't know enough about konahamaro to be certain.
