That's not even almost. That's just the first layer of bone which is evident by the small chip in it. Almost would be going through the marrow too and leaving kimi's bone slightly hanging/broken, which he couldn't do, making the attack pretty ineffective. That first layer of bone is pretty much like the overlaying material on a kevlar suit; it's not what's stopping the attacks.I said "almost".
