First Kankuro can protect himself with Salamander or with mechanical shield
Second Kankuro has flamethrower which means that Fire>Wind
Third Kankuro can distract Temari and then temari will fall in the Iron Maiden Trap
Fourth It was made clear that Kankuro is superior than Temari in the Fourth War Kankuro is the leader of his division not Temari
So saying Temari>Kankuro is nonsense for many reasons

Temari wins. She was able to casually slice off the armour of a samurai, thus she can also cut through Kankuro's puppets. Any projectiles that are used for offense are blown away. Temari is a bad matchup for Kankuro. She wins low to mid diff.
