Temari takes this she has long ranged attacks and can catch the 3rd Raikage with her abilities while Hinata mainly revolves around clone ranged attacks and she is not as experienced as Temari since Temari has gone on more missions than her. Plus Temari is also descent enough in tai Jutsu and she is a Jounin compared to Hinata who is a chunin still so Temari takes this no-low difficulty.

Hinata is not only at a disadvantage, but also outclassed. How is she supposed to win or put up a fight?
She's doesn't stand a chance unless this is CE Temari (which Hinata easily beats, so its not balanced either). Even SRA Temari can pull off an high-diff win.

Byakugan is pretty useless her since Hinata can't close in the distance.
If There's no Intel Hinata gets sliced right of the bat.
Maybe Make the distance 5 Metres and I see Hinata having a chance....
Scratch that Temari was able to react to Lee who has a 4/5 in Speed once Hinata engages in CQC
She get's blown back by a quick Gale Temari proceeds to then shred with KKM.
