Honestly....its hard to say as we never really saw Konan go all out as Konan....the only time we really saw her go out was when she created a trap for Obito...


I think Konan honestly has the advantage because she can turn into paper....with wind attacks it would only scatter the paper....she has been shown surviving explosions so I'd imagine that cutting wind is survivable.

Tough to say as they have similar strategic minds and long distance fighting styles.
