Can't Konan just turn intangible into many pieces of paper which allows her to effectively tank the attack and then turn back into human form once the attack ends?

It doesn't matter what type of paper it is as long as they are projectiles of any sort, they can easily be reflected.

Maybe she can but the problem with Obito is that all he uses is space time so he can get surrounded pretty easily just like how Shino's bugs were able to surround him. Temari, on the other hand, has wide scale wind attacks which would protect herself from paper bombs, paper shuriken and whatnot. I do agree that Konan wins as she places some paper bombs strategically where Temari can't see them because Konan will be constantly distracting her with paper barrage. Konan can control when the paper bombs explode with her own chakra so this part shouldn't be too hard.

That logic is pretty bad since I'm sure Temari starts with her fan in battle much like Sasuke uses his swords, sharingan and shit. Saying that Konan can cut her head easily before Temari brings out her fan is like saying Temari cuts Konan before she even has a chance to turn into paper.

Konan is Kage level , she was Running an entire Village , Temari isn't at her level in Experience , Power and intelligence.

Agreed to some extent but remember that a more experienced ninja is not always going to win against a less experienced one. There are too many countless examples of a much younger ninja beating an older ninja in this manga that I don't want to bother with but the list is massive. Also I disagree with saying that Temari is not on the same level of intelligence as Konan but I do agree Konan is more intelligent to some extent. Still Temari's techs are more powerful than that of Konan's but Konan wins due to her ability to turn intangible by turning into paper. No matter how much Temari cuts her, Konan can reform and deform herself at will. It is a pretty haxed technique when you think about it but Konan had barely any screen time to show off.
