Madara for being the best Uchiha and most badass when he isn't nerfed and Itachi for being able to use his intellect and Sharingan well even thought his sickness is killing him.

Kakashi Hatake, simply because he neg diffs quite a lot of the Uchiha clan.
Itachi Uchiha because he's just cool.

OT: Madara barely uses the Sharingan. For Rinnegan I would Say Madara.
Sasuke only uses PS and Amaterasu, and it honestly never makes an impact for me.
Obito's basically Kakashi, but Kakashi has the feats.

i would say Madara and Itachi bar none. They're the only 2 who has shown such skill with it that they preprogrammed jutsu into it and performed other unique feats with it.
