Naruto Ultimate Ninja Storm and Tekken are both from Bandai, and Lars(PS3) Triangle button outfit is made by Kishimoto....
And Lars was also in Naruto Ultimate Ninja Storm 2 ....

So some Tekken and Naruto Editors are probably working on some characters outfit nd style etc, it's highly possible that this Kazumi is insparation from Kaguya.
