It's not bad writing at all, if you think about it, and use your brain you'd understand that: A. It's similar to Jugo's clans side effect from absorbing too much natural energy. They go crazy from the continuous passive absorption. This case is similar, too much unstable energy compressed into one host. B. Multiple Personality Disorder. Each tailed beast has their own personality, this is fact. When all those personalities combine into one being how are they managed? They're not. Hence, the insane/mindless persona.
