Not only that Sakura can never land a single blow unless her opponent is taken by surprise, as seen here :tea:

Sakura has average raw strength databook rating it as a 3, however her legendary chakra control allows her to maintain CES. No, Sakura acts out of rage sometimes but when she thinks tactically she bashed on the likes of Shin, Kaguya and Sasori.

in that universe, she's not a extremely strong fighter, but she's a decent kunoichi and the stronger of her generation.
Sakura was of a fodder clan/or daughter of civilians, and became stronger than members of traditional clans like Ino and Hinata, so it's a great feat of her. It's the only good quality of her character. Other than that, maybe her lack of intelligence don't let her make a good use of her skills.
