We know that Chad was born in Okinawa but raised in Mexico. With this, could we say he is technically Mexican if you include to the definition of "Mexican" being raised in Mexico? Is it also far to say that because of his ancestry and where he was raised, he is technically Japanese Mexican?
I asked my mom a similar question. She said that they could be culturally considered Mexican.
Other than Cyborg 009's 002 (His background is based off of "West Side Story"), Chad is the only anime character I am aware (to add to this distinction, they are also either main or major characters.)
Speaking of 009, 008 is African while 005 is Native American. In the manga's 1st volume (released in Sept. 2003 by TokyoPop), it is shown that 005 comes from somewhere in the Southwest and spec. looks like the Arizona desert areas.

He is born Japanese, so then his ethnicity most likely is Japanese.
He was raised in Mexico, so he is culturally Mexican.
He moves and lives in Japan so his nationality is Japanese.
I would only consider him Japanese Mexican if he had both bloodlines. But since not, he's Japanese with Mexican heritage.

He's considered Japanese Mexican so I guess half-blood origination? His grandfather (Oscar Joaquín de la Rosa) raised him in Mexico so he was a native there although he wasn't born in that country.
He is of the Mexican descent but with Japanese blood pumping through his veins.
