Technical question on Chad's background (Cyborg 009 spoilers included as an example)

We know that Chad was born in Okinawa but raised in Mexico. With this, could we say he is technically Mexican if you include to the definition of "Mexican" being raised in Mexico? Is it also far to say that because of his ancestry and where he was raised, he is technically Japanese Mexican?

I asked my mom a similar question. She said that they could be culturally considered Mexican.

Other than Cyborg 009's 002 (His background is based off of "West Side Story"), Chad is the only anime character I am aware (to add to this distinction, they are also either main or major characters.)

Speaking of 009, 008 is African while 005 is Native American. In the manga's 1st volume (released in Sept. 2003 by TokyoPop), it is shown that 005 comes from somewhere in the Southwest and spec. looks like the Arizona desert areas.

When I made this same thread last April on Crunchyroll, I got the following responses:

I would only consider him Japanese Mexican if he had both bloodlines. But since not, he's Japanese with Mexican heritage.

I know next to nothing about bleach but i do know Japan rarely grants citizenship to outsiders even among families that have been there for decade or longer.So culturally he is Mexican.And by heritage he is Mexican.Japanese citizen ? I have no clue.Whether he is Japanese anything entirely depends if Japan recognizes him as Japanese.(Technically speaking)

Im going to say he is mexican because that where he was raised. but he took on the japanesse culter because thats where he lives now.

As for citizenship, who the hell cares? It's a damn manga.

dude why you have to be so technical??:..i'm dominican but guess what... i really dont care because i was born here in the U.S i consider myself american but when ppl ask me where i'm from i say Dominican because that's where my parents were raise therefore they put their culture and morals onto me.... i don't two step i dance bachata .....but at the end of the day what i'm saying is that we are all earthlings and we are all the same.

but i can't argue that this world is superficial and there has to be titles.... if you take a kid from the US (5 years old) then raise him in london for 20 years...he's gonna come back with a British accent does that make him British? there's no right or wrong answer....but i would say that chad is japanese and mexican cuz he is mixed..... isn't is G-pops mexican? i'm pretty sure he is.
