I always believed that as far as speed it went like this, throughout the entire Part 2

1. Naruto or Sasuke depending on who's shining in the manga at the time.
2. See #1
3. Kakashi
4. Sai
5. Yamato
6. Sakura

Now this is where it gets interesting.

Sakura has always had lackluster speed and amazing evasion.
Sasuke has always had a more dynamic, quicker, less linear style than Naruto
Naruto has been show to have amazing speed since KCM
Sai is Sai, average evasion good speed
Kakashi has always been mr super ninja above average in everything
Yamato has been portrayed as average jonin with mokuton.

As far as Konoha teams go team 7 has been fastest but the big question is, Naruto VS Kakashi Vs Sasuke pure footspeed.

Here are their best base feats

Kakashi kept up with 6 Gates gai

Sasuke proved faster that Juubi Jin Madara.

Naruto showed that immense speed when he kicked maddys black balls.

So Answer me 3 Questions

Who (in base mode) is fastest in Team 7

Who (period) is fastest in team 7

Who is the slowest in team 7

Base Sasuke was faster Pre-Rikudou though.

1. I lean towards Naruto more then Sasuke. However Sasuke's sunshin takes it comfortably
2. BSM Naruto takes this easily with his sunshin.
3. Sakura's foot speed takes this.

Kakashi was sluggish after using mangekyou. That demonstrated Narutos reaction time, and Sasuke's hesitation to kill Sakura even though he got over it fairly easily
