the white zetsu probably have the physical capabilities of the average shinobi alliance member however their durability/damage soak is way above the average alliance member as one was able to take multiple hits from sakura without being defeated. Not only that but they have the ability to merge together and absorb chakra.
I doubt KN1 Naruto, Cs1 Sasuke and Sakura even have the firepower to beat more than 10 of them let alone 2,000 of them. With bunta in the mix the number of zetsus defeated will go way up but even he's going to get overwhelmed quickly due to their chakra absorbing abilities, ability to take enormous damage and ability to merge.
