Put him on house arrest for what? Sasuke's decision will turn the tide of this war and help the alliance to win. He'll be free, besides, he is the bestfriend of the war hero.

Sasuke killed a ****ing vice-Hokage and slaughtered at least a couple dozen noble samurai warriors, there's also charge for assault and battery of the Hachibi, being a partner of Orochimaru and abandoning your village

I agree that Sakura is usefull as a team member, but thats not a point. Point is, shes already a Chuunin, so she cant take Chuunin exams again.

I would go with the team of Naruto, Sasuke and Konohamaru.

(Happens to be the first 3 characters introduced in the Naruto series.)

And they were weak as hell, Konoha and Suna freshments took them down. If base Sasuke and Naruto were stronger then them. How will they make survive scrazy eye powers and tailed beast power?!

They wouldn't, which is why no nation hosting the chunin exam would allow naruto to used any of his power mode or allow sasuke to used his sharingan.
