Sakura shouldn't be compared to them, she's in her own lane of expertise and is unrivaled at what she can do but if you do compare her to her teammates she falls short. If you compare her to many of other shinobi (spefically characters from her generation or peers) she is above most of them in combat.

Yeah Naruto and Sasuke have been stronger than one another at certain points in time, however I think you understated how much weaker Sakura was in any given point. Naruto and Sasuke could beat Sakura with only taijutsu at any point throughout the Manga
